Just click on organize and choose a folder.
Next, right-click the file and select Make a copy. The copy will be added to your drive. Since you are the new file owner now, you may download it without any issues.

When the copy of the file has been made, you can simply right-click and download it.

To get started, navigate into Google Drive and sign-up if you haven’t already done so. A google account is required for this particular method to Fix Google Drive Download Limit (Quota Exceeded) Error.
First, find the file that you would like to download. We need to make some modifications to the web address so as to download it.
When the file is located, browse into the address bar, choose- ‘drive/folders‘, and delete it.
We’re now going to replace it with ‘file/d’, and press enter and allow the page to refresh.
Your screen will change, and now you need to see a file preview page, such as below. Then click on the menu icon (3 dots) in the top-right corner.
From the menu, choose ‘Add Star.’
Now, open your Google Drive.
Make a new folder with any name.
I’m keeping it ‘MyDownloadedStuff.’ We will utilize it in the next few steps.
Once your folder is created, scroll down, and on the left side, click ‘Starred’ from the listing.
Now select the file you wanted to download. Select it again and right-click on it. A menu will pop up, and select ‘Add shortcut to Drive.’
Now select the new folder (MyDownloadedStuff) and click Add shortcut.
After the shortcut is made. Click the new folder you had made (MyDownloadedStuff). In this folder, you should see a shortcut to the file we need to download. Right-click on the folder and click download.
Note: You cannot download the individual file, you need to download the entire folder.
EDIT (11/25/20) Now you want to download the entire folder. Single file download isn’t working for most people!
At the bottom right corner of the browser, you will notice a download notification.
It will now compress the file and zip it and will later automatically download the file.
